Prioritization of Public Investment Projects in the Autonomous Decentralized Municipal Government of the Canton La Troncal

Abstract
The execution of investment projects in the cantons of Ecuador have been
problems when meeting the collective needs, since the low recovery of
resources by the decentralized autonomous governments (GAD), and the
little budgetary allocation of the state for With them, it has been creating
the wrong distribution of resources when putting projects into action;
Public investment has been low in Ecuador, compared to other South
American countries, only 0.7% has been foreign investment that arrived
between 2014 and 2017, and internally, gross investment of private fixed
capital has been greater than the public one, and in recent years the
downward curve has been a constant in the country's reality. Hence, this
research aims to develop a prioritization model for projects, in order to
identify the criteria that help to consolidate this objective; This work is
carried out based on a qualitative approach, based on contributions made
by different authors on prioritizing public investment projects and their
multi-criteria evaluation tools that have been validated in organizations
with a similar structure to that of the Municipal GAD of La Troncal.
